May 23rd—-on the #15 23rd Ave Bus—leaving downtown 10:35 PM A person dressed like a monk or a nun completely in black head-to-toe with a hoodie and large sunglasses with a small 2-wheel cart. Can't tell if it's a man or a woman but the foot size may indicate this is a male. I've seen this person before on a bus at least one time. Passing SW 11th and Alder, on the sidewalk, a much smaller person bent over with a cane but also with a hoodie totally covering face. Has anybody ever seen these people reveal their identities? Seems like most people involved in a business would like to see the face of anyone they deal with. The second person must have to see what they're doing at some point depending on the situation.
